Each state retains its sovereignty, freedom, and independence, and every power, jurisdiction, and right, which is not by this Confederation expressly delegated to the United States, in Congress assembled.

That’s pretty clear. Any English-speaker can understand it. The following quote from Senator Feingold clearly indicates that he either doesn’t understand it or that it doesn’t matter to him.

“Lindsay Graham and I sponsored legislation to have pilot programs in five states,” Feingold told the audience. “Maybe we should try some different things. There might be a single-payer state. There might be a co-op state. Let’s get some evidence on the ground. This thing right now is not going in the right direction. We might be in a situation where there won’t be a bill worth passing.

In 2007, Feingold and Graham, a South Carolina Republican, introduced the State-Based Health Care Reform Act, which would have allowed states to decide how to achieve insurance coverage.

ALLOWED? Who are they to allow anything? This is similar to “giving” money away in the stupulous bill. They don’t get it that it’s not theirs to give. The money belongs to the taxpayers who actually paid it. If money is to be returned, it should be returned to those to whom it originally belonged. After all, it didn’t just turn up in the “lost and found”. There is a huge difference between how items from the lost and found are properly handled and how the return of stolen property is handled.
